Mr. Scott Richards, President of S.S. Richards & Associates (SSR&A) since August 2012 is an Engineering and Safety Consultant with extensive experience in the Oil & Gas Industry. Mr. Richards is experienced in developing management systems to make them less of an administrative burden and more effective in improving cost, schedule, quality and safety performance. He is an Oil Companies International Marine Forum – Offshore Vessel Inspection Database (OCIMF/OVID) certified vessel inspector, licensed Professional Engineer (PE - TX & GA), Certified Safety Professional (CSP), and a Naval Architect & Marine Engineer. As a consultant he provides services as VP Engineering & Safety for Strategic Oilfield Services (SOS), an international oilfield equipment provider, on an as needed basis (since 2008). He was the Business Manager at Creative Industrial Consultants, a partnership between SSR&A and SOS to provide technical consulting services to Lionsgate Films on a movie about the Deepwater Horizon drilling rig disaster (Oct 2014 – Aug 2015). Mr. Richards is on the advisory board of TOSK Inc. TOSK is developing cutting edge pharmaceutical products to reduce or eliminate undesirable side effects of frontline chemotherapeutic agents used in cancer treatments. He is familiar with TOSK’s uniquely efficient drug discovery platform and introduces other potential supporters to this technology, which has the potential to improve the effectiveness of cancer treatments.He was an engineer at Saudi Aramco (SA) (1992 - 2012), where he served as Senior Loss Prevention Engineer (HSE) (Sept 1998 – Jul 2012) for the Marine/ Terminal/Producing/Pipelines Departments and he monitored construction activities on three of SA's large crude processing plants. He developed and conducted safety workshops, trained workers in oil & gas industry safety practices and worked with management to streamline dynamic management systems that provide continuous improvement. He evaluated the effectiveness of Personal Protective Equipment (PPE), engineering and administrative controls to minimize workers exposure to work place hazards. He also worked in Project Management for SA (May 1992 – Oct 1998) as lead project engineer for the final design and construction of 4 docking tugs and as company representative on the contracts for the docking tugs and for 2 mooring boats, all built at the Belgian Shipbuilding Corp. On his return to Saudi he worked as project business manager and contracts administrator for plant projects. Mr. Richards worked developing and managing projects for Capital Maritime Offshore Inc. (CM) (1990 – 1991) and Zapata Offshore Company (Zapata) (1980 – 1989) for drilling rig modification to keep their rigs in compliance with evolving international regulations. While with CM, Mr. Richards presented technical proposals to Phillips Petroleum and the Norwegian authorities to satisfy their requirements to convert a jack-up drilling rig designed for operations off Brazil to an accommodation unit supporting a production platform in Norwegian waters, satisfying all of the attendant requirements. On site in Recife, Brazil he led the team to start up and repair the drilling rig that had been cold stacked for five years, successfully obtaining a Certificate of Fitness to Tow the vessel to the U. S., from the American Bureau of Shipping. While with Zapata, he worked with the Norwegian Maritime Directorate on development of their Mobile Offshore Drilling Unit (MODU) regulations after the loss of the Alexander Kielland (Mar 1980) and the Newfoundland Labrador Petroleum Directorate on development of their MODU regulations after the loss of the Ocean Ranger (Feb 1982). Mr. Richards was responsible for satisfying the Norwegian authorities, to obtain the first permit allowing a rig to drill north of the Arctic Circle in the winter season for the Zapata Ugland in September 1985. He was a troubleshooter for onboard marine emergencies in Zapata’s drilling rig fleet.Mr. Richards worked on the Trident submarine project (1979 – 1980). He was responsible for the development of Trident Planned Equipment Replacement (TRIPER) program. TRIPER developed a program to manage inventories of spares for equipment onboard considering planned maintenance requirements and historical maintenance records, the growth of the fleet and the resulting schedule of incremental overhauls. Mr. Richards owned a 43 foot flush deck cutter “OPEN RETURN” ( 1986 – 1998) and lived aboard for three years, crossing the Atlantic once and the Gulf of Mexico 5 times. He is experienced in navigation, communication, seamanship, and independent maintenance of mechanical and electrical equipment. Mr. Richard is an inventor. He currently has patented a line of personal fall protection belts that sense when an unrecoverable fall has begun and use the speed of airbag inflation to deploy a 360-degree cushion from your head to your knees before reaching the ground. He also has patents pending on 3 other safety devices.
