Presenter - Carroll Bernard Carroll Bernard brings a unique 360-degree perspective to federal contracting, coaching, and training. For over a decade Carroll has worked as a buyer for the U.S. Navy, City of Vancouver Washington, and the U.S. Department of Veterans Affairs. He has also provided mentorship, counseling, coaching, and training to thousands of small businesses seeking government contracts as a counselor in the Procurement Technical Assistance Program as well as the U.S. Small Business Administration where he served as a Business Development Specialist for the 8(a) program, Veterans Business Development Officer, and Primary HUBZone Liaison. Carroll is also a seasoned entrepreneur and has successfully seized opportunities in the government marketplace both as a prime contractor and subcontractor for his own small business. The following areas will be explored through presentation, conversation, and question and answer. Morning Session We will review the process of estimate assembly, organization, the reasons for each step, their timing and anticipate results of each step. We will also do a basic quantity take off exercise to better understand the QTO process in preparing an estimate. Afternoon Session This time will be focused on a “mock bid day” exercised. Attendees will be briefed on taking and analyzing sub/supplier bids, then given the opportunity to do this under a timed scenario to complete a bid. This will include numerous bids to analyze and post, determine to low responsive bid, how to manage late bids, unrelated quotes, withdrawn bids, and combination bids, within the simulated timing of completing and turning in a bid on time Presenter - Tom Cole Tom’s career has spanned 40 years of commercial / industrial construction in Northwest, Puget sound, Alaska and Hawaii. He has held every position from project estimator/project manager, to Project Executive, and is currently Chief Estimator for Cornerstone General Contractors. He was a partner in the largest Northwest base general construction firm, managing $100 million plus projects. He is a USAF Vietnam veteran and a graduate of the University of Washington’s Construction Management program. He is or has been an active member and held leadership positions in several industry professional organizations, such as ACI and SAME, and ASPE. Tom has also championed many worthy nonprofit organizations such as American Lung Association, Boy Scouts of America, Rebuilding Together, Little Red Schoolhouse of Snohomish County, and Habitat For Humanity. This thirty-three year work history includes many years of large scale design/build bridge projects, Infrastructure construction, FHWA funded projects and vertical construction. Michael is well versed with contractor motives and goals as well as methods and means. He has worked extensively with Quality Control and Quality Assurance operations as well as scheduling and construction documents. Michael also has a broad Management education including a Master’s degree in Management, CCM from CMAA and an extensive portfolio of WSDOT training including BCIT, BIC and Bridgeworks software.
